Obviously it doesn't have ALL the features that Adobe Photoshop does.
Hence the word 'Express'...sort of like the Express Line at Walmart where you can check out your own stuff but can't...you know, push all the buttons and open a cash drawer (all my childhood dreams just CRUSHED with one fell swoop)

I saw that today as some business's slogan, I've decided I'm going to start using it.
